Centre Region 2025-2030 Refuse and Recycling Contract Service Changes

The Centre Region Council of Government (Centre Region COG) General Forum formally awarded the 2025 – 2030 Residential Curbside Refuse and Recycling contract to Burgmeier’s Hauling, Inc. of Altoona. The contract begins April 1, 2025 and runs through March 31, 2030. The Centre Region COG contract covers residential curbside collection in Benner, College, Ferguson, Harris, and Patton Townships.

The Centre Region COG released a Request for Proposals in January of 2024 and ultimately received two proposals for the contract. Combining Burgmeier’s proposal for collection with an offer from the Centre County Recycling and Refuse Authority (CCRRA) for billing, payment, and related customer services resulted in the lowest cost to residents for the highest level of service.

By awarding the contract early in 2025, both Burgmeier’s Hauling and the CCRRA have a full year to acquire equipment, necessary staff, and any technology upgrades to provide a successful transition for residents who have curbside collection of their trash and recycling in the five townships.

The residential fee will be adjusted annually for changes in the fuel prices, tipping fees for refuse, and the Consumer Price Index. In accordance with the terms of the contract, the annual increase will not exceed a 5% threshold without the COG’s approval.

We anticipate that this rate matrix will remain unchanged, and these will be the costs starting April 1, 2025 through March 31, 2026. Any CPI adjustment will not be applied until April 1, 2026. However, it is possible that the CCRRA could increase both the tipping fee for refuse disposal and/or the cost per month for recycling collection (currently set at $8.50 HH/mo.), and that the fuel price for CNG may also change. Those adjustments would be made before the start of the contract.

Changes in Service in the 2025-2030 Contract

  • There will be automated collection using hauler-owned carts for all residents. Carts will be distributed to all households prior to or with the start of the contract.
  • Residents will have a choice of 3 cart sizes: 95-, 65-, and 35-gallon carts.
  • Residents will be able to switch cart size one time for free within a specified timeframe in the 1st year.
  • New property owners will be able to change the size of the cart at the property one time for free.
  • At-door collection will not be offered as an extra-fee option but will be available for free only for ADA- eligible households. This designation will continue to be made with township approval of applicants.
  • Bulk Waste Collection will be on-demand: Residents can request free pick up of 2 large bulk items twice per year (total of 4 large bulk items) and the pick-up will be scheduled for collection within 2 weeks. Small bulk waste items will be collected weekly in the carts.
  • Bulk Recyclables Collection will be on-demand: Residents request free pick up of 2 items twice per year (total of 4 recyclable items per year) and they will be scheduled for collection within 2 weeks. Bulk recyclables include appliances, covered electronic devices (televisions, computers, printers), and car tires (4 tires = 1 item).
  • Residents will have the opportunity to request collection of additional items at any time for additional fees.
  • Excess refuse (cart too full for the lid to close) or extra items beside the cart will incur a fee of $4.
  • The CCRRA will provide all billing invoices for all residents, with payment options including online or autopay, through the mail, or in-person at their office.
  • The CCRRA will also provide customer service with a dedicated phone line and email address.
