Stormwater Management Utility Fee

The credit and exemption application period for the 2025 billing year is now open.
Applications are due by September 30, 2024.

During their regular meeting on February 16, 2021 the Board of Supervisors adopted the Stormwater Management Utility Ordinance.

Ferguson Township has been working diligently to develop solutions to our water quality and stormwater control challenges. After considering different options, the Township implemented a stormwater utility fee. A stormwater utility fee is a charge based on the amount of impervious area on a property.

This approach has several advantages. First, it fairly distributes the cost of the Township’s stormwater services since the amount of impervious area is related to the amount of stormwater that must be managed and all property owners directly benefit from a well maintained and regulated drainage  system. This concept is similar to measuring usage and calculating fees for potable water and sanitary sewer services. Second, the amount of the fee must be linked to a demonstrated need for publicly provided stormwater management services addressing flood abatement, water quality protection, infrastructure operation and maintenance, and regulatory compliance. All revenue is deposited into a special fund that can only be used for stormwater management.

How Is the Fee Calculated?

The Board of Supervisors has directed the draft stormwater ordinance to reflect the Equivalent Residential Unit (ERU) billing unit. This means the number of billing units for each parcel is based on the median value of impervious area for single family detached residential parcels within Ferguson Township. Credits & Exemptions

All property owners are encouraged to review stormwater credits that are available to help reduce their stormwater utility bills. To be considered eligible, property owners must apply and receive approval status for a partial/full exemption or credit to be applied to the rate explained above.

Additionally, property owners with an approved hardship, non-profit status or with agricultural land should submit an application by September 30th of each year to determine eligibility for a partial or full exemption.
