A. ORGANIZATIONAL MEETING:
I. CALL TO ORDER
II. WELCOME AND INTRODUCTION OF NEW MEMBERS
William Keough has been appointed as a Core Member of the Planning Commission.
III. ELECTION OF OFFICERS
The Vice Chairman (in the Chairman’s absence) will need to designate the Director of Planning & Zoning to act as temporary chairperson in order to conduct the nominations and election of the Chairman of the Commission for the year 2017. Depending upon the elected Chairperson, this may need to occur for the Vice-Chair as well. The Vice-Chair responsibilities generally involve taking over the duties of the Chair when he is not available. The Secretary is responsible for signing the official copy of the approved minutes and providing a signature on plans duly approved by the Township.

IV. ESTABLISH MEETING DATES FOR 2016
Attached is a list of proposed 2017 meeting dates. One meeting has been tentatively scheduled in November due to the holiday and hunting season. The December meeting date is tentatively scheduled for the first Tuesday of the month because the Board of Supervisors has scheduled meetings for the first and second Mondays. One meeting will be held at the COG General Forum Room; that date is yet to be determined and staff will update the Planning Commission Members with that date when it is established.
V. SELECTION OF THE CENTRE REGION PLANNING COMMISSION (CRPC) REPRESENTATIVE AND ALTERNATE
The Board of Supervisors is awaiting a recommendation from the Planning Commission on the selection of a representative to the Centre Region Planning Commission. In the past, the Commission has selected both a primary and alternate to represent the Township. The CRPC meets on the first Thursday of the month to review items of regional significance. Commission members should plan to provide nominations for this position, which will be formally appointed by the Board at its meeting on January 16, 2017.

B. REGULAR MEETING:
VI. BOWMAN SUBDIVISION
Joseph Bowman is proposing to subdivide his existing 0.748 acre/32,598 square foot lot into three (3) lots. Lot 1 will be 0.257 acres/11,178 square feet; Lot 2 will be 0.231 acres/10,069 square feet; and Lot 3 will be 0.261 acres/11,351 square feet. Attached with the Agenda is a Memo outlining the remaining comments from Ferguson Township staff, Engineering Consultant, and Steve Bair, Fire Director. Also attached is a Waiver Request for relief from 22-506.3.D: “Dead-end fire apparatus access roads in excess of 150 feet shall be provided with turnaround provisions in accordance with municipal standards.”
Staff Recommendation: Staff recommends the Ferguson Township Planning Commission recommend Approval of the Request for Modification from the Subdivision and Land Development Ordinance (section 22-506.3.D) and the Bowman Subdivision Plan, last dated August 17, 2016, condition upon the remaining comments, to the Board of Supervisors.
VII. JERROLD G. CONDO SUBDIVISION
The two lot subdivision located at 577 Johnson Road, partially in Franklin Township, Huntingdon County and Ferguson Township, Centre County. Jerrold Condo is proposing to replot his existing 5.37 tract in to two (2) tracts. Tract 1R: 3.49 acres and Tract 3R: 1.88 acres.
Staff Recommendation: Staff recommends the Ferguson Township Planning Commission recommend Approval of the Condo Subdivision, last dated December 14, 2016 condition upon the remaining comments, to the Board of Supervisors.
VIII. PROPOSED “DRAFT” SOURCEWATER PROTECTION ZONING ORDINANCE AMENDMENT
Planning & Zoning staff has worked with the Sourcewater Protection Work Group since mid-May to develop Overlay District regulations for the purpose of providing additional protections for sources of public and private drinking water supplies and safeguard future supplies of drinking water. The staff and Work Group also developed a proposed Overlay Map that includes Zones I, II and III for capture zones located in the Township for Penn State University, Rock Springs Water Company, Bellefonte (Big Spring) and the State College Borough Water Authority.
Staff Recommendation: Review the draft ordinance and provide comment to staff to review with the Sourcewater Protection Workgroup.
