III. PSU Spring Greening Team – Homeowner Stormwater Management Workshop

On March 27, 2016, Planning & Zoning staff met with Matt Royer, Director of the Penn State Environment Center and five Penn State students majoring in Environmental Resource Management. As part of their semester group project, the students will conduct a Homeowner’s Stormwater Management workshop here at the Ferguson Township Building on the evening of April 21, 2016.  Through the workshop, the students will educate residents about best stormwater management practices for their property.  The workshop will include instruction and an interactive overview of existing stormwater features on the Township property. Students will perform a run-through of the training for the Planning Commission this evening.

IV. Halfmoon Township Official Map Amendment

Erica Ehly, AICP, Senior Planner with the Centre Regional Planning Agency, submitted, on behalf of Halfmoon Township, the proposed Official Map Amendment on March 23, 2016.  Pursuant to § 408 (c) of the PA Municipalities Planning Code, Ferguson Township is allowed 45-days to review and comment on the proposed Official Map Amendment if “any streets or public lands are intended to lead into any adjacent municipality”.  The Halfmoon Township Planning Commission reviewed the existing Township road network and suggested an amendment to the Official Map as a way to designate roads to be considered for “Share the Road” network.

Staff Recommendation: Staff recommends that the Planning Commission members review the proposed Official Map Amendment and consider any comments to Halfmoon Township in relation to potential linkage with the “Share the Road” network.

V. Workforce Housing Ordinance – Joint Work Session with the Board of Supervisors

On Monday, April 8, 2016, the Board of Supervisors adopted the Workforce Housing Ordinance with consideration for conducting a Joint Work Session with members of the Planning Commission.  The Work Session can be scheduled for Monday, May 9th after the regular meeting of the Planning Commission.   The Joint Work Session may also include the Centre County Housing & Land Trust since the Board of Supervisors also passed a resolution designating the CCHLT as the third party administrator to ensure compliance with the provisions of the workforce housing program.

Staff Recommendation: The Planning Commission, with the assistance of Planning & Zoning staff, develop a bullet list of discussion points in preparation of the joint meeting.
